New Energy Efficiency Standards for Victorian Rental Homes: What Landlords Need to Know

As part of Victoria’s push toward achieving net-zero emissions by 2045, the Victorian Government has introduced important updates to the minimum energy efficiency standards for rental properties under the Residential Tenancies Regulations 2021 and Rooming House Standards Regulations 2023.

What’s Changing?

The new Minimum Energy Efficiency and Safety Standards will be implemented progressively between October 2024 and October 2025, depending on lease turnover or appliance lifecycle.

Air Conditioning & Cooling – Now a Minimum Requirement

Under the new regulations, a cooling appliance is mandatory in the main living area of every rental property. If your investment property lacks one, it will not meet compliance—and you may not be able to lease it until a compliant system is installed.

Requirements:

  • A fixed electric room cooler (minimum 2-star rating) OR
  • A central cooling system with a Seasonal Energy Efficiency Ratio (SEER) of 3.5 or higher

  • A central electric heater with a Heating Seasonal Performance Factor (HSPF) of 3.5 or higher
